I take it you're not too keen on officials Aries ! 
I do agree that many of them are more interested in demonstrating their power and become 'Little Hitlers' in the same way that council officials, traffic wardens and the like, see themselves. It's a human trait of the little normally insignificant man and will only change with the introduction of technology for contentious decisions.
