I don't see how you can blame the whole thing on the police, sure they made some major errors but there were a lot of things that led up to this tragedy happening, many of which had they not happened could possibly have prevented it escalating!! Yes the authorities had the fences put in, and the police and safety engineer turned the Leppings lane terrace into a death trap by adding fences down the terrace as well as along the front, but football fans caused the requirement in the first place, with Heysel being one of the key events forcing the introduction of fences. To me the safety certificate is neither here nor there in terms of causing this, its a clerical issue between the club, safety engineers, FA and city council, but even if it had been renewed it wouldn't have prevented this from happening on that day.
