Johansen’s last appearance for Fulham was on the 15th December which was 29 minutes. Before that it was 45 minutes on the 2nd December. Therefore he’ll be lacking fitness.
20-25 minutes off the bench on Wednesday will do him good. Then he could start in the league next weekend.

I don't think any of the new signings are eligible to play on Wednesday as they were not signed before the first game.
