The experts say that it would correct 95% of major incorrect decisions.
It would only be used in competitions that have the technology so little extra cost.

When the video ref was introduced to Rugby League it was quite good as the ref still made 95% of the decisions with his touch judges and only went upstairs when unsure of grounding or maybe a foot in touch. Over the years this figure has been eroded and it seems that they go upstairs on virtually every try nowadays and it is getting rather tedious.
The thin end of the wedge springs to mind if it is introduced into football. The refs will use it more and more for fear of being castigated later, as has happened in RL, the remit of what can be judged will be added to, and then we will have a 90 minute game that lasts 3-4 hours.

IMO
I think it is important that the guidelines are pretty clear so that the game we love isn't spoiled but I want to have better decisions for the key moments - goals, penalties & red cards. I really believe that there will be little hold up because the players argue these decisions anyway so the 5th official can have an outcome before play could start anyway.

Some penalties and goals could take 10 or more replays and then the ref still might not be certain. As Maddix says, if they start using it for one thing before we know it the game will be stopping and 'going upstairs' for every throw in, corner and free kick!

My fear is football would become like the NFL over here if video replays came in. Sure they get nearly all decisions correct, certainly the importnt ones, but when you listen to the sports radio shows there is very little debate about games anymore because there is nothing left to debate. Sure they show the highlights but all they are doing is running the best plays and thats it. Its just a bit sterile as a consequence, not as a sport, but as part of society as a whole!!

That is why the guidelines have to be strict so that doesn't happen then we get the benefits of better decisions without losing the best elements of the game.

The NFL is also a stop start game anyway and usually lasts 3 hours, while football has usually got a good flow to it.

The guidelines in RL were strict though but as soon as the technology was used they just changed the rules so they check everything as they are scared of getting a decision wrong

That is why it is important that it is set properly. In football it isn't easy to get the rules change. This is why we are still talking about this 20 years after it was first muted. Football will not use technology for throw ins in my lifetime.
