Certainly you have to be fit enough to be lasting the pace, because once the legs go the thinking doesn't operate properly. If you know you'll be outrun by that flyer of a sub they brought on you may think bringing him down is the best option .... when actually your centre back is covering in behind you. So yes a high level of fitness is part of it.

Pretty obviously the better your team and the more capable of attacking then that helps too.
