[St Charles Owl]

Can someone explain to me why the only charges that could be brought are the ones relating to the damage to the pitch, goalpost and advertising hoardings?? Why can clubs not be punished for a pitch invasion?? Not saying they should be and not particualrly referring to this one game, but surely as that is technically a criminal offence at a football stadium these days then surely it is something the SFA can charge any club with??
