The relative football associations don't wanna give FIFA any opportunity/leverage of removing their international status as separate practising entities by permanently merging them into a GB team set up! Also the All Black sevens side suffered some horrendous injuries to key players during their match v Japan eg Sonny Bill is out for months with a bad achilles injury - very unlucky and yet they still had a very good opp to win it in the dying secs of the game.
