Not sure it calls anything into question. It's fairly explicit in the club's desire to see no inappropriate chanting from the Rangers fans and states that the full weight of the law and the club will be applied against any Rangers fans doing this. Now the fans have to adhere to that and if they don't the club need to act against the offenders.
