I suggest you have a we look in the records of the SFL were you will find that their member clubs voted to ACCEPT Rangers into their third tier. They had already fulfilled their contractual obligation to accept the RELEGATED club from the SPL into their top tier.
Because there was no mechanism for relegating Rangers they were left without a league to play in and had to apply for membership of the SFL.
