I don't know why anyone would find this as hard to understand as you seem to. When the club was bought by a new company the SPL members voted not to allow the new company to acquire the share in the SPL company. The club therefore found itself 'stateless'. If Rangers had been relegated there would never have been an SFL vote because there was provision in the rules for relegated clubs dropping into the 1st division of the SFL. The Rangers situation was unprecedented, hence the SFL clubs were allowed to vote on what happened next.
