Utter bollocks. We built the place because Dick Advocaat believed we needed dedicated, modern facilities for our players to train in instead of the 'muddy public parks' approach common to Scottish clubs, which is a bit of a no-brainier really, and it was one of the conditions of him joining us. It's always been one of the first things shown to signing targets to try to convince them to come despite the paucity of Scottish football. It should help provide a better place for the youths team to train too, but that doesn't and never did mean anyone expected our first team would suddenly be full of brilliant home grown players. Apart from the Daily Record, the Sun and you, maybe.
By the way, Alan Hutton and Alan McGregor were key parts of the squad that reached that final even if they missed the latter stages (1 sold, 1 injured) so it's not really relevant that they didn't start the final. And worst team or not, we were still better than everyone we beat on the way there.
