As I understand it Craig Mulholland was made Head of the Academy to bring about a programme of change right through the age groups. Since McCall was only appointed on a short term basis I wouldn't think he's been allowed to make a long term decision like that for the club. It's more likely in line with modern development models that have a blueprint to shape the style and direction of the youth players, irrespective of who the incumbent first team manager is. Ideally the board then appoints a manager/first team coach who should be capable of bringing those players into the first team and making the most of what they've learned.
