He's leaving on a free is he not? Of course Celtic are welcome to fork out some money for him if they insist... 
I don't really rate him that highly. He's decent and would be a better option than most of what we have right now, but I don't think he's developed much from when he left us, and if we want to improve our level significantly we'll need someone better.
He's a Celtic supporter anyway so I doubt he'd be in a hurry to rejoin, especially if it came to a choice between us and them.
