The club can't really legislate for an opposing team's chairman going out into the car park while the match is on and being surrounded by his own fans (angry or otherwise). We're not obliged to give him personal bodyguards, and nor should we be. Our security are concerned with what's happening inside, and between rival fans outside before & after.
