It does Devon, but it usually requires a combination of an owner that can't really afford the losses that the club will run up to stay in the Football League, an ability to pick managers/head coaches that are unable to get a tune out of the players and recruit and pay players wages (and not always on time) that are about 2 divisions below the division you are in. Fortunately we don't have that at Town.
