What actually happens is the wealthy people, who she clearly favours, effectively keep their cash and it doesn't do what Truss infers: trickling down across the population and creating many happy citizens - a totally flawed concept that favours the rich backers/elites who are bankrolling the Tories and a puppet like Truss.
