Same reason as Yorkshire, Holland, Belgium, Denmark, Germany occasionally are starting points. They like to spread the love, and the income around a bit. Think they usually stick to mostly the French Pyrenees but occasionally they finish a climb or two in Andorra when they are doing the nosebleed sections.

I've not much knowledge on the Spanish Civil war but I'd like to think it was about a bit more than a snowbound postcard sized bit of land high up in the mountains.
