If it's a requirement of the EPL (Premier league?) to have an academy; why us who are now in the Championship and presumably no longer subject to their rules, AND why not Villa who are in that top money bags league? and presumably are!!

Silver, unfortunately academies takes years of running and planning. You can not just switch it on and switch it off. If we wish to be in the greed league next year we need an academy, this year we may not require one, but ..... Next year???
The seals have an academy, it was a poor relation compared to ours, they now have most of our academy staff and players which they poached.
The issue is only partially to do with agents and greed. The bigger issue in my eyes is .... What are our board doing to make people (both staff and players) feel they have no future of prospects at our club, causing them to search for money and success elsewhere.
How many academy players have had a long term future with our first team. How much has the board invested in youth and senior players to build a successful club. Last silverware .... 53 years ago, so many could have been's, lost semi finals since, how much investment when we got promoted, even when we had our extended stay in the greed league, no investment, no ambition, remember Pulis and co. Do the bare minimum, don't risk the clubs finances and long term future.
A philosophy that gets you only one place .... and we're back in it.
Can't see any silverware coming home anytime soon.
