Well, I agree with that one, there was clearly no intention to elbow the player. The ref needed to go to Specsavers for giving that one, especially after the review.
You can say there was no intention on Toffo's part either, but he was far more out of control than the West Ham player. A yellow might have been more acceptable given it would otherwise have been the last play of the game but the ref has to react to what he has seen (or maybe been told he has seen) whether it is the first or the last minute. Had Toffo stayed on his feet and caught him or even kicked him over the stand, chances are it would have only been a yellow at best, or worst.
