The budget we do have will be topped up by player sales. Also Pereira signing has no baring on this season’s budget it was taken into account for last season.

Do you think we paid upfront for Pereira ? No chance - his fee will be spread over 3 or possibly 4 years.
So of course it will take money from this years budget. With turnstile money and STH contributions missing we will be desperate for cash atm.
PL funds won't appear for a few months into the season. Player sales ? come on! who is actually going to buy (buy) any of our squad ?
As our loans have been our best players over the last 2 seasons, I say lets get a few more in or loan, Diangana, Gayle, Barnes, Krov again.
The market will be awash with players looking for clubs, we do need to wait and not pay silly money to players and agents. 
Bilic will find us another couple of hidden gems, we are in a great position IMO. 
Harper, O'shea, Edwards, Tulloch, Field, Leko must be given a chance now or tbf we have to let them go.
I say sign 2 players upto £5 million each - sign 2 players on free's and 2 players on loan. 
Stabalise - Strengthen the squad and secure our Finances must be the way to go.
