About 35k of these weren't actually carried out, they were posted out for home testing at some time in the near future and sent to satellite testing centres for use sometime in the near future. As can be seen in many instances, you can't trust the Tory Government to give us the true position and it goes to show you can make figures mean virtually anything you want.
And don't be surprised if they count them again when they are returned for lab testing.
