Generally the Head Coach will say these are the types of players I want, in these positions and with these attributes and the Sporting Director then goes and finds players using scouts and their databases. Head Coaches will also have their list of players that they’d like.
If a found player is sufficient for the Head Coach, then they give their blessing and the Sporting Director, with his team, gets the signing done. If a player is going to cost too much or have too high wages then I’m fairly sure the Sporting Director makes the final call because they are above the Head Coach in the hierarchy.
When Pulis was here it worked differently because he was given (stupidly) full control over transfers and made the Sporting Director rather redundant when it came to transfers. He never trusted them fully hence why we had McLean and Lambert instead of better players found from abroad.
