Absolute bollocks
While I get what you are saying, the EFL makes its own rules and in their case it was the clubs without billionaire owners that wanted these rules in place. They wanted to make sure their chance of reaching the greed league was improved by preventing the bigger EFL teams like us from spending so much money that they have no chance of getting out of the Championship. It hasn’t worked though, with one or two exceptions - Sunderland and Pompey, the biggest teams outside the PL are virtually all in the Championship now.
