Gareth Southgate spoke about that this week. As he said we are U17 and U20 WC champions yet we will see virtually none of those players playing in the Prem this season. The only way it will change is if the teams are forced to field a certain number of UK born players or a restriction on the number of overseas players they can play. Its actually one of the benefits that might come out of Brexit because a lot of the players currently in the Prem and Championship from overseas would not qualify for a work visa under the old rules prior to the EU having open borders.
The other part is when is an owner going to look at what the PL clubs spend on transfers and realize that a top academy player will cost him nowt!!! The managers are not interested in young players in the Prem, they want the finished article only because their job is always a few losses away from being lost, so the owners need to force this.
