I think the QPR situation was why the EFL changed the rules and the powers they had to punish teams who overspend. Its no longer called FFP for starters but think its called Profit and Sustainability now. The key change is any club looking like they will be close to the 39m limit in the next couple of seasons has to provide a plan to the EFL outlining what they are going to do so that they do not exceed the limit. If they deviate from that plan too far by splashing cash that will obviously send them over then the EFL will allow the transfer but will not allow the player to be registered and therefore he is unable to play until the club show how they are going to pay for him. Its like a behind the scenes embargo and its designed to prevent teams from spending money, winning promotion and then being out of reach of the EFL. A lot think this is where we are at, we need to show we are serious about reducing our wage bill, which we have done to some degree, before we can go out and sign any players.
