Tried in 1990, 1998, 2006 and 2018. All got turned down.
To be fair, the 1998 bid wasn't an outright rejection; England were persuaded to withdraw and bid for Euro 96 instead, having been given a guarantee that they'd get it.
A guarantee they'd get it ......... Is that supposed to be a good thing?
