The penalty for Portugal was nailed on, and thats what VAR is for, correcting or being able to get the decision right. The problem with Iran's penalty was it is still a decision that is debatable, would still be a 50/50 in most refs minds, and in that case unless it is clear then the refs decision at the time should stand. I think VAR has done ok on the whole though, they have been able to get most decisions quickly, need to make sure that is the case on all of them.
