I read this verdict as being a case of they could not prove what Bong or Rodriguez said as being correct. Both made statements about what the words were, both were accepted as having told the truth based on what they heard/said but there was no way of proving one right over the other. The camera angles did not give the lip readers the ability to be certain what was said, so hence the verdict. I think its important for the FA to also add the good faith part because no one but the two involved heard or could lip read anything.
