What's the reasoning behind The Transfer Window? (In other words, why can't Clubs do their business throughout the Year, instead of creating a Circus reaching a crescendo on 31st August?)

Albion probably WILL bring in another 3 players, say, same as every other Club, but Players' Agents will hold out till 11.59 for top Salary offers. I don't quite understand why Rodriguez and Hergazy's Agents didn't wait till the last minute to be honest.

Can anyone give an answer to the question, because I've asked the question twice a year, and not received an explanation. People will have a good moan at the Club's Management team, but if there was a full year Sale period we'd at least have a good reason to moan. And Agents' bargaining power won't reach an auction on the last day.
