Interestingly I recently listened to a Civil Service advisor who reckoned the UK govt has about 34 high calibre staff at it's disposal who are capable enough to deal with the forthcoming EU negotiations. He opined that they need 700 staff who can offer a similar standard of expertise!! Now that is alarming but no surprise to me TBH!
