It means any clubs' fans can 'protest' after 46 mins of a game and come out with the result at the time. And only get a slap on the wrist fine. And fans can abandon a game and not get any points deductions for their team. I really don't like the way this whole shambles has been handled. If the police had any input into this, then they should have insisted on massive fines, points deductions, etc. They must be shite ing themselves now about any other badly run clubs (Newcastle, Rangers, Hull etc).
