True but he will have to agree personal terms with the club he joins and if he can't agree with Preston then it will be Burnley. If Burnley's offer is higher than Preston and he can't agree personal terms with Burnley then the club will go back to Preston and say if you can offer a bit more then he's yours. But Burnley and Preston are both rival Lancashire clubs so I could see a bit of a bidding war going on.
