Apparently the problem yesterday is a feature of 'shared hosting' and can happen sometimes.
All sorts of other people use the same server and if they write some rubbish code (either intentionally or not) resources (in this case database connections) run out. It looks like the data centre administrators may have resolved it as all is good today.
